Yes, the new card will be chargeable in case of any upgrade or flip.
Upgrade to a higher card variant would always be done at a charge, subject to requisite approvals.
Annual fee of old card will not be reversed if card is flipped into higher variant.
Fee is charged only once in a year. Fee for the Upgraded card would be charged as per the card fee date set-up on system, which happens only once in a year.
Annual fee would be applicable every year in case of Upgrade from a lower to a higher card variant.
Spend based reversal benefit is applicable from 2nd year onwards as per Card Fee Date and on certain card types only.
Welcome Vouchers are sent to the customer only once the Joining fee is paid. While from second year, the customer is eligible for an Annual Fee reversal basis the annual spend criteria for the respective card type.
As per the norms set by SBICPSL, credit limit remains the same irrespective of the card type that has been upgraded with.

Rewards Points do not carry forward from Co-brand Card to SBI Card or vice-versa except Air India Card.
While all reward points will be transferred from Air India Platinum Card to Air India Signature Card & vice-versa
Only 50 % Reward Points will be carried forward while flipping from SBI Card to Air-India Card. (The redemption value for 1 Reward Point = 1 Airmile in Air India Card)
This is a statutory requirement from Govt. of India
